To boost management and impel the healthy development of China's reproduction sector, General Administration of Press and Publication (GAPP) worked out Measures for Reproduction Management, in accordance with Regulations on Publication Management and Regulations on Administration of Audio-visual Products, which will be implemented in August 1.

And the Measures for the Management of the Reproduction of Audio-visual Products, which were published by GAPP on February 1, 1996, were abolished at the same time. If other provisions on publication management have discrepancies, Measures for Reproduction Management shall prevail.

In this correction, considering the integrity and unity of reproduction sector, especially the reproduction of computer software and the rapid development of recordable CDs in recent years, the newly-issued Measures re-clarify reproduction business activity in different carrier forms, dividing the Measures into six chapters and forty-three articles, including General Provisions, The Institution of Reproduction Units, The Management of Reproduction Manufacturing Equipments, The Management of Reproduction Business Activity, Legal Responsibilities and Supplementary Provisions.

The newly-issued Measures nail down many key concepts like "Reproduction Business Activity"; make clear the conditions for establishing reproduction units and modify the jurisdictions and procedures of approval; identify management requirements of reproduction manufacturing equipments; strengthen the supervision and administration of reproduction business activity; and perfect relevant legal responsibilities.

The licenses of law-breaking units will be revoked and their legal representatives and principals would not assume leadership of any reproduction unit in ten years after the revocation of business licenses.
