On 4 May 2016, the Office of State Council issued the "Highlights of national crackdown on IPR infringement and counterfeit and shoddy goods", stressed the need to promote the supply-side structural reforms, punish infringement and counterfeiting crimes that will impact the innovation and development, and impede fair competition against the legitimate interests of consumers, and provide a powerful guarantee for the sustained and healthy socioeconomic development. The "Highlights" clarified seven areas, and 27 priorities.
