Recently, the General Office of Shandong Provincial People's Government issued guidelines on promoting the development of the five emerging industries including biology, ocean, integrate circuit, flat panel display and rail transit. In this guideline, obtaining independent IPRs was regarded as the key goal.

For biomedicine, to prevent and cure serious and infectious diseases, Shandong will attach most importance to drug manufacturing and biomedical projects and support a batch of industrialization projects with independent IPRs and bright market prospects at home and abroad. As for integrate circuits, Shandong determines to support the development and industrialization and expects to form a batch of enterprises with core technology and products with independent IPRs. The province also plans to give support to relevant enterprises to develop the parts with independent IPRs in the flat panel display of color TVs. Till 2011, the ability of independent innovation of Shandong in ocean science and technology should reach the international level and possesses 60% of the key technologies with independent IPRs. Shandong will also finish the R&D of high speed EMUs with the speed of 350 km per hour and gradually form volume production ability.
