Tao Xinliang, Dean of IP Academy in Shanghai University, suggested that it should establish a framework of three-level IP court in China, that is, to establish one to two IP courts of first instance in Yangtze River Delta and/or other areas, to build up one IP court of second instance in Beijing, and to set up an IP tribunal in the Supreme People’s Court. After the foundation of the IP courts, three divisional tribunals (civil, administrative and criminal tribunals) can be set up in a bid to settle the difficulties of “3 in 1.”
