Zhangjiagang's evaluation system for talent projects fruitful

After a year's study, Zhangjiagang city of East China's Jiangsu province designed the "performance evaluation system of talent projects", and held a news conference Wednesday to show its achievements. Five enterprises were awarded the first batch of "leading model enterprises of innovative and startup talents".

Launched in June 2012, the system is an achievement made by the local government, in conjunction with China's leading talent management specialists, Professor Gui Zhaoming of Wuhan Institute of Technology and his team. It has made the quality of talent project evidence-oriented.

Gui says that the system carries out performance evaluation to talent projects of more than two years. Start-up and innovative talent projects are evaluated separately, both apply economic, social and technological efficiency as the primary indicators. The start-up projects even have more than ten quantified secondary indicators. Different methods are taken to measure the projects in order to ensure a scientific evaluation.

Yu Nianzhong, director of Zhangjiagang personnel office, holds that the system focuses on industrialization and performance, thus it solves the overflow and the follow-up management of talent projects. If the performance scores of talent projects of more than five years are below 50 points for three consecutive years, their qualifications will be canceled.

The evaluation system frees itself from the old ways of traditional industries so it can fully reflect the actual performance. The contribution made by industrial node to industrial chain, group ownership structure, patent, scientific and technological projects and so forth have guiding significance to the construction and development of talents and enterprises.

Zhangjiagang will develop the evaluation system and work together with the team of Professor Gui to carry out the study of talents and ecological environment construction in order to fully achieve the optimization of talent management.

"Talent is the first resource, to show the value and to develop the first resource is to be 'use-oriented'," Cai Bingfeng, head of the organization department of Zhangjiagang, said that the ultimate goal is not talents but the social and economic development led by the talents. In recent years, Zhangjiagang pays much attention to talents management and invests 170 million yuan in it this year. It has brought in 228 leading projects of innovative and startup talents and has attracted 8 talents of National Thousand Talents Program. The sales revenue of Zhangjiagang's talent projects reached 1.4 billion yuan in 2012.
