Recently, Heilongjiang Entry-Exit Inspection and Quarantine Bureau released two documents including Implementation Opinions on Further Cracking down upon Intellectual Property Infringement and Manufacture and Sales of Counterfeit and Shoddy Commodities and Working Programs on Combating Intellectual Property Violations and Counterfeit Commodities in Q4 2012, explicitly defining major tasks, steps and requirements in fighting against IP crimes.

The enforcement activities will mainly target at auto parts, cell phones, commercial parcels, and semi-processed products, and will focus on key areas such as ports, distribution centers, and sites manufacturing bulk export products. As of now, the Bureau has dispatched enforcement officials for 2,874 person-times, investigated 1,324 businesses and destroyed 256 items of fake and shoddy commodities.

The Bureau also highlighted wine markets and has dispatched 36 person-times to inspect 18 wine companies to date.

Based on risk analyses, the Bureau combined efforts to enhance the supervision on high-risk products and key enterprises, effectively tackling IP crimes.

The Bureau plans to join efforts with Heilongjiang, Jilin, Inner Mongolia and Xinjiang, which are all next to Russia, to develop measures to oversee border trade in those areas.
