Recently, the People’s Government of Shandong Province issued Opinions of the People’s Government of Shandong Province on Enhancing IP Work and Improving Enterprises’ Core Competitiveness (hereinafter referred to as the Opinions). According to the Opinions, to fully carry out the spirits of the Party’s Eighteenth Congress and National S&T Innovation Conference, accelerate the implementation of national and provincial IP strategic outlines and improve enterprises’ ability in IP creation, use, protection and management, till the end of the Twelfth Five-Year Plan, Shandong will realize doubling increase in annual enterprise invention patent applications and enterprise number with invention patent applications.
The Opinions pointed out that it was a must to give prominence to enterprises’ innovation principal position, invention patent creation and the supportive and leading role of IP in the transformation of economic development mode. The Opinions put forward 12 measures from 4 aspects to encourage IP creation, promote IP use, enhance IP protection and impel IP management.
To inspire IP creation, the Opinions raised subsidiary policies from three aspects inclusive of the cultivation of IP advantageous enterprises, the improvement of the amount of enterprise IP and the enhancement of the cooperation between universities and research institutes and enterprises to reward or subsidize IP advantageous enterprises, the first invention patents of enterprises and enterprises holding many patents. In terms of the promotion of IP use, the Opinions put forward concrete measures from such four aspects as promoting the transformation of patented technologies, raising patent information use level, impelling IP pledge loan and establishing IP appraisal mechanism for key S&T economic activities to improve patent information service network, support enterprises to build patent database and assist the industrialization of key patented technologies. As for IP protection enhancement, the Opinions put forward to strengthen the team construction, improve law enforcement environment and raise law enforcement ability. To promote IP management, the Opinions proposed to enhance IP managerial system construction, develop IP service industry, invest more in IP and improve IP appraisal and incentive system.
After Shandong IP Strategy Outline, the Opinions is another important measure of the People’s Government of Shandong Province to promote IP work, which is propitious to the implementation of IP strategy and will promote the construction of innovation-based Shandong with rich culture.
