Opinions of Chongqing on Promoting Intellectual Property Development in Strategic Emerging Industries, which would help boost the sustainable and stable development of local strategic emerging industries, were adopted by local government, according to information released on August 27th by the municipal IPO.
The economic growth mode in Chongqing is relatively extensive due to large differences between its urban and rural areas. Hence it is imperative to upgrade the economic structure by fostering strategic emerging industries to narrow down the gaps. Strong intellectual property protection will undoubtedly help boost the development of those industries.
The Opinions stipulate that the city should optimize the layout of intellectual property rights in those industries and adjust policy on patent subsidy to provide more support to invention patent application in those industries and to bring in more foreign patents on advanced technology. Meanwhile, an early warning patent mechanism should be established to guide industries to break through their patent bottleneck. Furthermore, an IP service system is expected to be set up to help seek solutions to patent disputes.
The Opinions are targeted at significantly improving the creation, utilization, protection and administration of intellectual property rights in those industries by 2020 when more than 100 enterprises with enhanced international competitiveness and strong intellectual property protection will emerge in the city.
