In a bid to further study and implement the Outline of Intellectual Property Strategies of Liaoning Province, a Promotion Plan on Implementing Intellectual Property Strategies from 2012 to 2015 was launched by the General Office of Liaoning People's Government.

Since the promulgation of the Outline in 2008, the province has been highlighting the implementation of its intellectual property strategies and issued the Promotion Plan on Implementing Intellectual Property Strategies from 2010 to 2012.

In concerted efforts of all member units under the joint conference system, significant progress in intellectual property sector has been made in the past three years. Based on the accomplishments achieved, the Promotion Plan from 2012 to 2015 proposed as many as 44 new tasks in creating, utilizing, protecting and administrating intellectual properties, and also made seven measures to safeguard the fulfillment of those tasks.

In the face of the drastically complicated economic situation, Liaoning has timely issued the Promotion Plan to further the implementation of intellectual property strategies, demonstrating its acute awareness and full confidence in promoting indigenous innovations to bolster up the transformation of economic growth mode.
