The Promotion Plan of Zhengzhou for Implementation of the Intellectual Property Strategy in 2012 released recently focuses on further implementing intellectual property strategies to strengthen IP comprehensive competence and bolster up local IP-driven economy by harnessing IP systems to propel the transformation of economic development mode. It also aims to enhance the city's indigenous innovation capability and industry competitiveness which would provide a substantial intellectual support in developing local economy in leaps and bounds and building Zhengzhou into an innovation-based city.

The Promotion Plan delineates 39 specific measures and their corresponding enforcing departments, and makes working deployment in six aspects including improving IP quality, stimulating IP creation and commercialization, intensifying IP protection, modernizing IP legislative systems, enhancing IP dissemination and education, and increasing the capabilities in IP management and service.

The promulgation of the Promotion Plan will help to effectively carry out IP strategies at national, provincial and municipal levels and to efficiently stimulate the transformation of local economic growth mode. Besides, the capability of IP creation, utilization, protection and administration will also be increased.
