NDRC: Innovation in western China to secure more government support

According to the Circular on Progress Reports and Work Arrangements of the Western Development Drive Program promulgated by the National Development and Reform Commission (NDRC), China's top economic planner, relevant authorities are urged to further the implementation of major projects concerning transportation and hydroelectric power station's construction in western area, to issue detailed rules for the implementation of policies such as the Catalog of Priority Industries in Western China, and to adopt measures to deal with regional differences in the process of carrying out incentive policies for industries.

The NDRC pointed out that the working priority this year is to further study and implement major projects and measures regarding the landscape of the western development drive. Relevant departments are required to conscientiously stick to the New Ten-Year Policy to improve the capital investment channel, conduct financing reforms, create financing innovations and arrange diverse financial outlay for infrastructure construction.

A modern industry system is to be set up in western China in accordance with the Circular to deal with the regional differences in the process of carrying out industry policies. Differentiated management of land for construction aims to support the land use for national major projects concerning industries including science and technology innovation, environmental protection and energy saving as well as strategic emerging industries. The investigation and evaluation on land and resources are required to be duly enhanced. A guiding document on the exploration and exploitation of mineral resources in western area will be formulated to accelerate the construction of a national energy base.

More government funding will be rendered to western areas to develop circular economy and boost the construction of a demonstration base where mineral resources will be comprehensively explored and exploited.
