Recently, Jiayuguan Municipal People’s Government of Gansu Province issued Opinions on Implementing IPR Strategy (hereinafter referred to as the Opinions), targeting to raise enterprises’ indigenous innovative ability and core competitiveness.
According to the Opinions, during the period of the Twelfth Five-Year Plan, the annual increase rate of patent applications in Jiayuguan City will be 20% or more, invention patent for every ten thousand citizens will be 1 or more, the total amount of registered trademarks will be 390 items, famous trademarks will be 15, the proportion of the output value of copyright industry to the total output value of the city will be obviously raised, and commercial secrets, generic resources, traditional knowledge and folk art will be effectively protected and rationally utilized. At the end of the Twelfth Five-Year Plan, the proportion of the added value of hi-tech industry in the city to industrial added value will be 3%, all the hi-tech enterprises and key businesses should own patents and registered trademarks and 70% of the enterprises in industrial parks should obtain patents.
The Opinions defined 6 main tasks, i.e. rejuvenating enterprises by IPR and lift enterprises’ indigenous innovative ability, implement brand strategy and enhance business market competitiveness, take copyright-driven policy to boost the prosperity and development of cultural undertakings, cultivate new plant variety and quicken the development of modern agriculture with high efficiency, attach importance to the protection of commercial secrets and dig out enterprises’ innovative potential and focus on specific areas and foster IPR advantages in some areas.
The Opinions also put forward to set up IPR work mechanism to promote the implementation of IPR strategy of Jiayuguan, strengthen IPR guidance work and build IPR development and protection fund at city level, improve IPR service system and set up public service platform, accelerate the construction of talent team, and consummate IPR development environment and fiercely combat IPR infringement.
