Shanghai convened an IPR joint conference

Shanghai convened an IPR joint conference on April 10, 2012, on which the IPR work of 2011 was concluded and the tasks of 2012 were put forward. Assistant Secretary General of Shanghai municipal government Xue Chao presided over it. Vice Mayor and Convener of the IPR joint conference Zhao Wen attended and addressed the meeting. Secretary General of Shanghai IPR Joint Conference Lv Guoqiang delivered a work report. About 100 officials and representatives attended it.

Zhao Wen pointed out that 2011 was the first year of the "12th Five-Year Plan" period and the IPR work of Shanghai continued to maintain a sound development. At present, Shanghai is at the critical period of innovation and reconstruction. IPR cause is facing strategic opportunities and late-developing advantages as well as challenges and risks brought by international IPR competition. We must recognize the situation, seize opportunities, meet challenges, prevent risks and always keep a clear head to achieve a healthy development. We should adhere to national interests and broaden the international perspective to grasp the characteristics and trends of international IPR competition, enhance the quality of IPR innovation, promote the transformation and effective use of IPR and bring into to play the leading role of IPR in promoting economic development and industrial restructuring; adhere to the working mechanism of government guidance, market driving and business playing to help enterprises to raise IPR creation, utilization, protection and administration; actively establish and improve IPR public service platform and provide preferential policies and services for scientific and technological parks, enterprises, research institutes, colleges and universities.

Zhao Wen asked all districts, counties and relevant units to build Shanghai into the Asia-Pacific Intellectual Property Center, to unify understanding, assign responsibilities and take joint actions. This year the major tasks are to compile Shanghai Intellectual Property Strategy Outline, implement the "12th five-Year Plan" concerning intellectual property development, promote intellectual property work of strategic emerging industries, combat IPR infringement and counterfeiting, strengthen IPR protection and develop intellectual property services to achieve new breakthroughs. [Chinese version is available on sipo.gov.cn]
