To further carry out the spirit of Circular on Inspecting and Rectifying Software Legalization Work in Governmental Departments Issued by the Office of the State Council and to meet the requirement of the Office of Ministerial Joint Meeting in Promoting the Use of Legal Software, from March 19 to 23, Deputy Commissioner He Hua from the State Intellectual Property Office (SIPO) headed the sixth software legalization work supervision group comprising officials from the SIPO, the National Audit Office (CNAO), the State Administration for Industry and Commerce (SAIC) and the General Administration of Press and Publication and technical experts to inspect software legalization work in Inner Mongolia and Liaoning Province.
During the inspection period, the supervision group selectively inspected 10 governmental departments including the Environmental Protection Department of Inner Mongolia, the Office of Hohhot Municipal People’s Government, the Office of Baotou Municipal People’s Government, the Office of Liaoning Provincial People’s Government, the Office of Shenyang Municipal People’s Government and the Office of Tieling Municipal People’s Government and 6 enterprises including BERIS Engineering and Research Corporation and Shenyang Daily Newspaper Group. Vice President of Inner Mongolia Liu Xinle and Vice Governor of Liaoning Province Teng Weiping attended the briefing and exchanged views with the supervision group.
He Hua informed that using legal software is of the utmost importance in enhancing IP protection, safeguarding normal order of software market and accelerating the development of China’s software industry. He required governmental departments at all levels and enterprises to fully recognize the significance of software legalization work in strengthening indigenous innovation and the construction of innovation-oriented country, impelling the development of national software industry and safeguarding national interests.
The supervision group confirmed the software legalization work done in the People’s Governments of Inner Mongolia and Liaoning. He Hua pointed out that the two provinces had laid a good foundation for the inspection and rectification work on software legalization.
He Hua also put forward requirements on behalf of the inspection group that local competent authorities should detail their work plan and timely finish software legalization inspection and rectification work before the deadline set by the State Council. He asked them to establish long-term work mechanism on software legalization work including the consummation of working mechanism, fund guarantee, centralized procurement and asset management.
