Recently, the general office;of the People's Government of Wuhan, Hubei Province, issuedThe 12th Five-Year Plan of Wuhan City’s IPR Development(referred to as the Plan). As a guidance of IPR work during "the 12th Five-Year", the plan aims to fully promote the implement;ation of IPR strategy, further the building of a strong IPR city and strengthen the ability of IPR creation, utilization, protection and management to keep Wuhan's leading position in Central China and even across the country.
Base on an analysis of the current IPR development and future needs, the plan draws a clear blueprint by setting 5 main development goals, respectively concerning IPR creation, exploitation, protection, management and IPR culture.
The plan also sets a series of quantitative indicators. For example, during the "12th Five-Year", patent application shall exceed an average annual increase of 15%, including 30% for invention patent applications (70% of which need to be for service invention patents); international patent applications shall achieve a substantial rise, and every ten thousand people shall have 9 invention patents; the trademark registration shall keep an increase of 15% by year, reach a total registration of 100 thousand and secure 80 China's well-known trademarks; Hubei Province and Wuhan City's famous trademarks shall reach 500 and 800 separately and geographical indications shall reach 20; more trademarks shall be registered under the Madrid system; the registrations of copyright contracts shall grow at an annual average of 10%.
The plan also emphasises on the supporting role of IPR in building "Donghu National Indigenous Innovation Model Zone", furthering industry transformation and improving enterprises' core competitiveness. It also provides to strengthen enterprises' role in IPR's creation and utilization and try to transform Wuhan's advantages in educational resourcesinto an impulse of IPR and economic development.
In order to achieve the goals and complete these key tasks, the Plan points out seven measures, that the city should further the improvement of local IPR laws and regulations and perfect IPR public policy system, increase IPR input to encourage IPR creation and exploitation, strengthen IPR protection and law enforcement, optimise IPR management, improve IPR intermediary services, raise citizens' IPR awareness through cultural construction, build an IPR talent group and expand exchange and cooperation with foreign countries.[Chinese version is available on sipo.gov.cn]
