On February 24, the Conference on Heilongjiang IP Strategy Promotion Work and IP Work in 2012 was conducted in Harbin City and Vice Governor Zhang Jianxing attended and addressed the conference.

Since the year 2011 when Heilongjiang ignited IP strategy, the province tried to enhance IP awareness, foster enterprises with IP advantages, conduct IP protection and construct supportive patent service system. Last year, patent applications in the whole province hit 23,432, increasing by 128% and topping China in increase speed. As of December 2011, valid invention patents in Heilongjiang were 5,784, up 32.6%. Invention patents for per 10,000 people reached 1.51, ranking 12th across the nation.

Zhang Jianxing affirmed the achievements in IP sector. He emphasized that Heilongjiang should concentrate on the transformation of economic development mode and base on what innovation-driven policy requires to carry out IP strategy, quicken the pace of IP development, raise independent innovation ability and core competitiveness and eventually provide strong support for economic and social progress.

Zhang Jianxing stressed that Heilongjiang should intensify indigenous IP creation to occupy techno-economic highland, instruct IP transformation to support the construction of innovation-based province, redouble efforts on IP protection to arouse the enthusiasm of the public and reinforce IP service system to improve public service capability.

At the conference, excellent collective entities and individuals in IP publicity and training work and patent administrative enforcement work were rewarded and awarded medals and certificates.
