On the working conference convened by Beijing municipal bureau of press and publication (copyright) on February 9, Director of the bureau Feng Junke provided a comprehensive review of 2011 and a key deployment of 2012.
Beijing is the cultural center of China. The Party Central Committee and the State Council definitely declare to build Beijing into a "city of copyright". In 2012, Beijing will continue to integrate publishing resources to promote quality publication, intensify copyright protection, improve the construction of public cultural service system and make the copyright work step into a new stage of development, said Director Feng.
To increase financial assistance to support original works
Particularly, it is to establish Beijing publishing fund, the copyright trading platform and the government-led copyright trade fund.
In 2011, Beijing publishing industry as a whole saw a steady development. Press under the jurisdiction of Beijing municipal government published more than 7,000 kinds of books, more than 820 million copies of newspapers and 30 million copies of periodicals. Online publishing, mobile phone newspapers, e-books and other new publishing industry also ushered in a rapid growth. As of the end of November 2011, news publishing industry in Beijing obtained revenue of 52.28 billion yuan, an increase of 14.2%.
To increase efforts to support quality publication, Beijing will set up a publishing fund in 2012. At the same time, it vigorously develops digital publishing, guides the establishment of digital publishing investment fund, encourages social capital investment and supports the establishment of national music industry base so as to raise the influence of Beijing in music creation and production.
To strengthen copyright protection and establish a long-term mechanism
It is to launch a "genuineness project," "voyage project", "escort project", "science and technology rights protection project" and other copyright demonstration programs.
Beijing will strengthen the copyright protection in publishing, film and television production, animation, games and other key cultural and creative fields. Meanwhile, it will establish the long-term copyright regulation mechanism for the online communication of various types of works and cultivate 100 demonstration enterprises producing genuine products.
To promote foreign exchange and explore "going out" channels
It is to support private enterprises and intermediary agencies to go out, establish incentive systems for copyright export and create publishing brands.
With a view to promote foreign exchange and raise the international level of copyright industry, Beijing continues to explore "going out" channels. It established a platform for copyright export through such brand promoting activities as Beijing International Book Fair and Beijing International Copyright Expo. Last year, copyrights exported from Beijing reached 2,396, up 11.3 percent and making a record high.
This year, Beijing will study specific measures to bring into play the role of enterprises and intermediary agencies in "going out". In addition, it will establish copyright export incentive system, further streamline the publication export procedures and implement relevant preferential policies for export tax rebates.
In June this year, the Diplomatic Conference of the World Intellectual Property Organization on the Protection of Audiovisual Performances Treaty will be held in Beijing, which will conclude the Audiovisual Performances Protection Treaty to give performers comprehensive protection. The convening of the meeting will be conducive to expanding China's international influence in the world and improving Beijing's international image.
