Heilongjiang Provincial Intellectual Property Office re-revised Heilongjiang Patent Promotion Regulations (Revised Draft for Comment) and issued a revised draft version. Compared with Heilongjiang Patent Protection Regulations in 2003, the revised draft is more concrete, comprehensive and flexible, and conformable to the reality of economic development in Heilongjiang.

The revision of the 2003 Regulations is to satisfy the requirement of technological development and the expectation of innovation entities, step up the implementation of the Outlineof the National Intellectual Property Strategy and the Outline of Heilongjiang Intellectual Property Strategy, improve the creation, utilization, protection and administration of intellectual property, conform to the Patent Laws of the People’s Republic of China, and promote a fast and good economic and social development.

Heilongjiang IPO launched the revision of Heilongjiang Patent Protection Regulations and established a drafting group in 2011. After analysis and research, it worked out the Revised Draft for Comment and asked comments from 24 provincial departments and 15 intellectual property offices at municipal and county level, and finally released the revised draft regulations.
