Since Yinchuan City of Ningxia Hui Autonomous Region started establishing national innovative city last year, it increased investment for developing science and technology and the expenditures reached 225 million yuan, up 93.6%.The city carried out 97 key S&C projects and 55 startups, and established 12 export groups serving competitive feature industries.

To date, Yinchuan has established 35 enterprise technology innovation centers above district level. Eppen Science and Technology Company has been upgraded to a national technology center. It also instituted preferential policies promoting transformation of scientific and technological achievements, joined hands with over ten scientific research institutions to establish a special talent zone and build 6 academician and expert work stations.

To advance "national IP demonstration" project, Yinchuan finished the Measures of Yinchuan on Establishing National Innovative Pilot City and Yinchuan to Establish National Intellectual Property Demonstration City. The city plans to make invention patent applications and grants increase by 15% annually. According to statistics, in 2011, 3 trademarks were identified as Chinese well-known trademarks. Patent applications reached 637, accounting for 59% of Ningxia Region. Science and technology contributed 49% to economic growth. Yinchuan thus was awarded a demonstration city in term of national scientific and technological progress and the municipal IPO was titled "advanced unit in national patent system".
