Hebei Provincial Intellectual Property Office (Hebei IPO) issued the Measures on Subsidizing Patent Applications in 2012. According to the Measures, each invention patent application could obtain a subsidy of 600 yuan, invention patent grant of 1,500 yuan, international patent application under PCT of 6,000 yuan and foreign invention patent grant of 20,000 yuan.
Patents which seek subsidies should be active between April 1, 2011 and December 31, 2011. It could be a domestic invention patent application having requested for substantive examination, an approved invention patent, a PCT patent application having obtained international search report, an invention patent application under Paris Convention on the Protection of Industrial Property having received acceptance document and payment credential, or an invention patent having obtained authorization from a foreign country (For an invention obtaining invention patents in several countries, it shall be subsidized once.) A country covering no substantive examination system is not in the scope of financial aid. Applicants must be registered enterprises and institutions, agencies, groups or permanent residents in Hebei. The deadline of the acceptance time is February 28.
Holders of foreign patent applications or grants could directly submit financial aid applications to Hebei IPO for examination and approval; others could go to the IP departments in their location for initial examination and recommendation. The Measures provide patent subvention shall be used exclusively for its designated purpose. For example, patent subvention obtained by enterprises and institutions should be used for patent expenses or awards for inventors. Applicants providing falsified materials or filing improper patent applications should be ordered to return the subvention and meanwhile be reported for criticism and cancelled applying qualification for subsidy for three years.
