Since 2009, the State Intellectual Property Office has started a pilot program on IP pledge financing in Guangdong province, covering Guangzhou city, Dongguan city, Nanhai district and Shunde district of Foshan city.

As of the end of December 2011, 150 small- and medium-sized enterprises in the province had obtained 565 million yuan worth of loans from banks, using their intellectual property rights as collateral.

Cheng Si, an official of Guangdong Intellectual Property Office commented, "IP pledge financing is extremely crucial to SMEs living on tight budge in their initial period of their business and is an important way for them to go through difficulties."
