Chongqing: Great progress achieved in IPR protection

According to the China IPR Index Report 2011, Chongqing tops the ranking of IPR comprehensive ability in western China; it has also been recognized as the municipality (province / autonomous region) that has made the greatest progress in enhancing the ability in this regard, announced by Chongqing IP Office on December 19.

China IPR Index Report is formulated based on thorough 
analysis of various data and the relationship among IPR development, growth mode and competitiveness by joint efforts of experts and scholars from both home and abroad. Since first released in 2009, the Report has aroused great social attention. 

As the document shows, Chongqing ranks the twelfth nationwide and the first in western China regarding IPR comprehensive ability; it also received the highest scores in terms of the progress achieved in overall IPR performance, which is a new measurement introduced this year.

Moreover, the city also tops its domestic counterparts for its rapid growth in patent filings per million capita (61%), trademark applications per million capita (60%) and GDP per capita (27%). 

"This reflects the good progress and the potential of Chongqing in IPR sector", an official of the municipal IP office. 

All-time best figures in patent applications and grants in the first 11 months

"Chongqing has been continually promoting its ability in the creation, exploitation, protection and management of intellectual property in recent years, gradually narrowing the gap with counterparts in eastern China", said an official of Chongqing IP Office, who also released that a series of measures had been taken to improve IP services and the quality of patent applications filed.

"After experiencing a patent quality examination, we have saved more than eight million yuan and three months in R&D of our V27 model," said a director of Chongqing Xiaokang Auto Industry Co., Ltd, who praised highly of the city's efforts in IPR promotion.

Statistics show that in the first eleven months of this year, Chongqing has filed 25,672 patent applications, up 37.2%, and has received 13,846 patent grants, up 28.7%. Applications and grants for invention patents therein hit 6,975 and 1,653, increasing by 62.7% and 65.3% respectively, both of which are historical highs. 

To be a model on IPR protection in 2012

On January 1st next year, Chongqing will launch the construction of an IPR cloud computing experimental area and carry out a three-year experiment, aiming to provide more support and services for industries. 

"For enterprises, 
poor accessibility to patent information results in a waste of time, efforts, and sometimes even huge economic losses, in the procedures of patent application, rights safeguard and dispute settlement," said an official of Chongqing IP Office. The office is dedicated to develop a huge patent pool based on projects such as patent cloud computing platforms to help businesses get necessary information and reinforce their ability in IPR application and protection.

It is expected that Chongqing will initially be built into an IPR demonstration city in 2012 and will develop into a national demonstration area on IPR cloud computing in 2014.[Chinese version is available on cqnews.net]
