First, conduct IP enforcement and cultivation for public companies (and pre-IPO companies). The city organized 4 batches of famous experts to help 200 or more public companies and pre-IPO companies in succession in information release norm, overseas patent early warning and lawsuit tactics. They established patent examination and appraisal systems for pre-IPO companies and check up the IP situation in these enterprises. 

Second, guide businesses to apply for PCT. They invested and analyzed the patented products of 100 export-oriented major companies and instruct ten enterprises to grab world market by their independent IP products. The whole city applied for more than 300 foreign patents through PCT. 

Third, set up patent service platform for target export countries. Publicize IP international rules among export-oriented enterprises, build patent data for the main export target countries such as Brazil and South and East Asian countries, complete the compilation of IP laws and systems of the six countries and regions such as the EU and Japan. Besides, invite the famous law firms and intermediate agencies from the United States and Australia to come to Chongqing to develop bilateral cooperation. 

Fourth, give priority to enterprise patent applications, PCT patent applications, granted invention patents and invention patents keeping alive over three years. 

Last, the support of central finance to overseas patent applications. Since the year 2009, central finance deployed 4.58 million yuan to support 125 overseas patent applications filed by 25 entities in Chongqing. [Chinese version is available on cq.gov.cn]
