In a bid to promote the building of Heilongjiang IP talent team and the development of the province's IP undertaking, the State Intellectual Property Office (SIPO) and Heilongjiang government jointly convened the second meeting in Harbin.
At the meeting, the two sides reached general consensus on many aspects. They decided to establish national (Heilongjiang) intellectual property training bases, promote the province's intellectual property strategies and establish a regular communication and guidance mechanism.
The two sides also believed that it was necessary to set up IP distance education bases to cultivate IP talents and agencies.
It has been the second meeting since the SIPO and Heilongjiang government signed a cooperation protocol in 2008. Over the past three years, Heilongjiang has made significant achievements in IP development and protection, promulgating Outline on the implementation of Intellectual Property Strategies in Heilongjiang Province, establishing an IP service center and a patent exhibition and trade center.
In 2010, the province received over 10 thousand patent applications. As of September 2011, 13,545 patent applications have been submitted, up 100%. Among them, 5,392 were invention patent applications. And invention patent applications per one million population were 1.407, ranking the 12th across the country.
