"Enterprises should develop their own products, brands and intellectual property. Any enterprise, no matter the size, is notable if it owns intellectual property," said Premier Wen Jiabao of the State Council when learning about the operating status of companies in Shahekou District of Dalian City.

Premier Wen also pointed out that innovation isolated from enterprise is hopeless. Universities and research institutes should focus on enterprises and integrate production, teaching and research. He said more efforts should be made to encourage students to thrive in enterprises and support enterprises to conduct innovation.

Premier Wen stressed that the development of private enterprises should be given adequate attention without political discrimination. Private enterprises as micro, small and medium sized entities are more flexible in operation. The government should encourage private enterprises to flourish.
