Henan convened the first IPR conference for its direct-governing counties

Recently, Henan province has convened the first IPR conference for its direct-governing counties in Zhengzhou, capital city of the province.

Delegates from ten direct-governing counties including Gongyi, Lankao, Ruzhou, Huaxian, Changyuan, Dengzhou, Yongcheng, Gushi, Luyi and Xincai, introduced the intellectual property working progress in each area respectively.

Henan Provincial Intellectual Property Office director Guo Minsheng and its deputy director Zhang Qinghua attended the meeting.

Guo reviewed the achieved accomplishments and analyzed the existing problems since the implementation of the direct-governing policy.

He pointed out that IPR promotion is crucial in determining the province’s economic growth, and it can assure the counties in the province of a sustainable development by enhancing IP utilization and administration.

Among all these counties, Gongyi, Changyuan, Huanxian and Ruzhou are recognized as the provincial IPR demonstration areas.

The number of industrial enterprises owning patented technologies in industrial cluster areas of Luyi and Yongcheng accounts for 78.2% and 70.1% respectively.

Whereas, Changyuan and Huaxian play a leading role in conducting IPR trainings and establishing IPR platforms.

Guo stressed that all direct-governing counties should unswervingly implement the State and Province’s IPR strategic outlines, strive to build all counties into IPR model areas and boost idea-based economic growth by formulating policies, enhancing protection, cultivating enterprises, disseminating IPR strategies, collecting patent data and increasing patent subsidies.

Representatives from the ten counties delivered working reports on organ structures, enforcement actions and patent applications and shared experiences with each other.

It is learnt that in June 2011, Henan provincial government issued a notice to implement the direct-governing systems in those ten counties, stipulating that direct-governing counties are about to enjoy the same treatment as cities in document filing and administrative assessment.
