Guangdong: Guangzhou stimulates innovation

In the first half of 2011, Guangzhou has received 12,335 patent applications, up 44.6%, in which, 3,574 were for invention patent, increasing by 29.7%; 5,304 were submitted by enterprises, soaring by 82.6%; while the number of patent grants reached 8,957, growing by 36.6%, in which invention patent grants amounted to 1,439, jumping by 99.1%.

The city has attributed all those accomplishments to a series of measures taken by local authorities.

During the first six months, the government has launched massive incentives to stimulate the enthusiasm of patent applicants, and released a variety of funding policies to promote IPR capacities on creation, utilization, protection and administration.

Patent right pledge financing strategies made by local authorities have effectively coordinated banks and enterprises, promoting patent capitalization and commercialization. Enterprises have secured about 250 million yuan worth of loans, a crucial factor in determining their patent growth speed.

Moreover, the Intellectual Property Office of Guangzhou has been working together with the administrations for science and information, economy and trade as well as finance to vigorously boost the rapid growth of patent applications and grants in high-tech and innovation-based enterprises.

Through a batch of trainings and dissemination, the awareness of technicians in enterprises and institutions was greatly increased. Some 235 businesses in the city have filed their first-ever patent applications and made a great breakthrough by filing 705 applications in that period.

Relevant departments have also taken measures to foster patent demonstration and pilot enterprises, aiming to set an exemplary role for others across the area.

As of June, Guangzhou has cultivated one national IP pilot industrial park, three national IP exemplary units and seven provincial pilot entities. 134 other businesses have been identified as the model operators by intellectual property offices at national, provincial and municipal levels.
