By the end of the Twelfth Five-year Plan (2011-2015), new commodities and patented products in Chongqing will bring an output value of one trillion yuan, with 50% products in emerging industries and 20% in traditional businesses being patented, envisaged by the city's newly issued Development Outline for Technical and Strategic Emerging Industries
During the Eleventh Five-year Plan period, Chongqing made breakthroughs in more than 200 core technologies by implementing 23 major programs in science and technology sector and creating new growth points in industries such as wind power and railway transportation. The city also achieved 4.47 billion yuan in project revenues and technical income by commercializing over six thousand items of scientific and technical achievements.
According to the Outline, Chongqing will emerge in the next five year as an innovation center, an industrialization base around the upper reaches of Changjiang River and as the largest common platform in West China for stakeholders to share technical resources, with great emphasis being laid on four demonstration projects and a scheme to develop strategic emerging industry clusters.
To achieve the goal, the city will conduct patent analysis, try to make a "map of patents" and implement intellectual property (IP) related strategies in both traditional and strategic emerging industries, while examining patents in investment projects.
In addition, it will help to establish an IP coalition constituted by representatives from key industrial parks and industrial clusters to promote the development of patent industrialization bases. Training programs will also be provided for enterprises to have access to IP-related knowledge.
Chongqing aims to be No.1 in West China and among the top eight nationally regarding the growth rate in the comprehensive development of science and technology in the next five years, according to an official from the municipal scientific commission. Moreover, the city has set a series of targets to promote patents in the same period, including making the cost in research and experiment taking up 2.2% of its GDP and securing the production value of local strategic emerging businesses exceeding 1.3 trillion yuan, among others.
In an attempt to remove geographic restrictions, collect public opinions and reduce duplicate work, Chongqing also plans to reform the organization of the technical programs, which cover 100 significant achievements in 54 major sectors.
