The launch of the achievement exhibition, which aims to demonstrate the attainments in the special campaign on fighting against IPR infringement and manufacture and sales of fake and shoddy commodities, signals that the fight against those crimes has been transformed from temporarily concentrated efforts to a continual and daily task, said Chen Deming, Minister of China's Ministry of Commerce and Deputy Chief of the National Leading Group of the Special Campaign.
Chen expressed this on July 11 when being interviewed by CCTV after the inauguration of the online achievement exhibition. According to him, the special campaign was not conducted under the weight of any external pressure, but was due to the demand of the transformation of China's economic growth mode, the adjustment of its industrial structure and the advancement of its technical development.
Chen pointed out that the Chinese government has been paying great attention to the protection of intellectual property rights, owing to which, the country has developed a relatively sound IP legal system and established a protection mode integrated with both administrative and judicial approaches; the IPR awareness of domestic enterprises and the public has also been greatly enhanced.
But China also faces some problems in IPR protection, as the protective efforts still cannot fully adapt to the demand of China's strategy of reform and opening up and its desire to build an innovation-oriented country, said Chen. The special campaign is dedicated not only to the protection of IPR, but also to the safeguard of people's overall interests; it is an integration of the long-term benefits as well as the short-term profits.
Chen indicated that the special campaign has a prominent feature, that is, the joint adoption of administrative and judicial law enforcement; public security authorities, courts and procuratorates all make their due efforts in taking the actions.
The online achievement exhibition signifies the end of the special campaign, said Chen, but the crackdown upon IPR infringements and counterfeits will definitely continue, as it is a permanent, difficult and complicated task.
He implied that relevant departments are working on a long-term mechanism for IPR protection, which is also considered as an implementation and examination of the final achievement of the special campaign. On one hand, good practices appearing in the crackdown, including interdepartmental cooperation and joint action, should be kept and promoted; on the other, new approaches such as the employment of the Internet in IPR protection shall be explored and exploited. Moreover, the achievement exhibition, as an educational method, could help the public and enterprises to enhance their IPR consciousness.
