On July 12, the General Office of the State Council convened a mobilization and training meeting on the second supervision over the special campaign against IPR infringement and counterfeiting. According to the deployment, the second supervision will be on stage from July 14 to July 21.

The State Council organized 7 supervision groups constituted by officials from the Ministry of Supervision, the Ministry of Agriculture, the Ministry of Commerce, the State Administration for Industry and Commerce, the State Administration of Quality Supervision, Inspection and Quarantine, the General Administration of Press and Publication (National Copyright Administration) and the State Intellectual Property Office. Headed by the 7 supervision groups and coordinated by officers from member departments of the leading group of the special campaign, the supervision will be undertaken in fourteen provinces (municipalities), including Hebei, Shanxi, Liaoning, Shanghai, Jiangsu, Zhejiang, Anhui, Fujian, Henan, Hubei, Hunan, Guangdong, Chongqing and Gansu.

The supervision is an inspection over the achievements of the special campaign in different areas and also an important effort in consolidating the achievements and exploring a long-term mechanism for IPR protection. Adopting the measures of listening to reports, exchanging views, unannounced visits, sampling and holding seminars, the supervision groups plan to check the rectification in key areas, key products and key markets, the investigation of major cases, the promotion of authorized software, as well as the establishment of long-term mechanism; to find out the causes of counterfeiting, sort out deep-rooted institutional problems; to study and formulate radical measures and to establish a sound long-term mechanism for IPR protection.
