The State Intellectual Property Office (SIPO) and Jiangsu Provincial People's Government signed a cooperative program on June 28 on building a demonstration province in regard of implementing IPR strategy as well as a cooperative agreement on the "Twelfth Five-Year Plan". SIPO and Jiangsu Provincial People's Government had worked hand in hand for three times since 2009 when they cooperated for the first time to build a demonstration province.
"Jiangsu as the only IP demonstration province co-cultivated by SIPO has played a leading role in implementing IP strategy," said Tian Lipu, Commissioner of SIPO.
Statistics show that Jiangsu has seen a big growth in IP output in the past two years. In 2010, the patent applications, patent grants, invention patent applications and enterprises' patent applications as well as grants all ranked first in the whole country; trademark grants and copyright grants also topped. Up to the end of May this year, every 10 thousand people had owned 2.938 invention patents, ranking the sixth in China.
Jiangsu got financial support from SIPO in a lot of areas such as the establishment of a circuit court. The demonstration province building work featured new mechanisms, wide areas and faster yields. Tian Lipu said SIPO would support Jiangsu in establishing the "Patent Examination Jiangsu Collaboration Center" and the "Regional Patent Information Center of China".
As introduced by Governor of Jiangsu Province Li Xueyong, during the period of the "Twelfth Five-Year Plan", Jiangsu government would raise innovation to a strategic level to step up the establishment of an innovative Jiangsu. Under the cooperative framework, the establishment of "seven regions" was put on schedule, that is, region with predominant indigenous innovation capacity, region with rich transformation and application, enforcement demonstration region, region specialized in efficient management, region concentrated with strong enterprises, region concentrated with talents and region with high qualified services. When the "Twelfth Five-Year Plan" comes to an end, invention patents will be quadrupled with a comparison to that of "Eleventh Five-Year Plan". It means that IP will play a key role in Jiangsu's economic transformation and upgrading.
According to the 2011 cooperation plan, both parties will strengthen the cooperation in fully implementing IPR strategy, advancing IP creation and IP transformation and application.
