Recently, Chongqing has taken four measures to promote intellectual property development in its high-tech industrial park.
Firstly, it fully supports its high-tech industrial park to compete in the selection of national bases for the industrialization of patented technologies. As of now, the city has identified over 500 high-tech enterprises and more than 4,000 items of patented products which can generate an output of about 7 billion yuan. The park has set up a series of goals, for instance, the annual growth rate of patent applications should exceed 25%; the amount of invention patents should account for no less than 30% of the total applications filed; the accumulative number of patent applications in electronic information and biological medicine industries should account for over 70% of the total amount; 90% of the identified high-tech enterprises should have indigenous innovation products.
Secondly, Chongqing helps the park to establish a patent information service center in Western China, with which it can develop a service system for information sharing, patent commercialization demonstration and rights protection . Relevant departments plan to conduct trainings to the leading enterprises in the park for no less than 10 times per year, aiming to cover over 35% enterprises in the area.
Thirdly, Chongqing is going to build its high-tech industrial park, which is recently recognized as the municipal IP pilot park, into a national IP pilot demonstration park by establishing efficient IP operation mechanisms, improving IP administrative organs and creating new management mode.
Fourthly, the park plans to establish a new IP cooperation and consultation mechanism in accordance with the Twelfth Five-Year Plan on intellectual property development. Meetings will be regularly held to promote IP protection both in the park and the city.
