Sichuan: Chengdu banned the use of illegal software in government departments

Following the notice of promoting the use of authorized software in government departments issued by the State Council (the Cabinet) in October 2010, which required government organs at all levels to ban the use of unlicensed software before the end of October 2011, Chengdu has been combating the use of illegal software and has thoroughly eliminated pirated software in the municipal governmental departments.

In compliance with the deployment of the State Council, Chengdu has taken a series of measures to promote the use of genuine software.

Firstly, the city has formed several leading groups constituted by government organs such as the administrations for copyright, finance, economy and information to enhance intellectual property administration.

Secondly, it has formulated a new approach to ensure the use of licensed software by regulating the procurement of legitimate software, conducting trainings and providing financial support.

Thirdly, Chengdu has convened several conferences on promoting the use of authorized software and selected persons in charge in every department to supervise the operation accordingly.

Fourthly, it has conducted surveys on the amount of software required for daily work in the municipal government departments.

Fifthly, it has urged relevant departments to reserve sufficient financial funds for the procurement of the genuine software.

Sixthly, the city has collectively procured necessary authorized software at fairly competitive prices from various suppliers, such as Microsoft, Kingsoft and Ravmond.

Chengdu has achieved remarkable accomplishments in promoting the use of licensed software by implementing those measures. As of May 31, the government departments in the city have bought 59,330 sets of authorized software, valued at about 71.4 million yuan, from both domestic and foreign companies. Moreover, Chengdu plans to establish an effective long-term mechanism on stimulating the use of legitimate software, aiming to effectively promote informatization in the city.
