Since the Outline of National Intellectual Property Strategy was released, a series of remarkable results have been achieved in forest industry. For instance, the consciousness on IPR protection has been significantly increased and the IPR protection mechanisms were greatly improved; patent applications have been increased and patent quality has been obviously raised; IPR service platforms have been established; the international IPR communication and cooperation has achieved great results. Zhang Yongli, deputy director of the State Forestry Administration, required relevant departments to constantly promote innovations and creations in forest industry.
Indigenous IPR could help to solve China’s three-dimensional rural issues, namely the problems concerning agriculture, rural area and farmers, according to Hu Zhangcui, head of the Science and Technology Development Center in the State Forestry Administration.
The black poplar trees planted on the Huang-Huai-Hai Plain in 1970s benefited local farmers and boosted economic growth in Jiangsu Province. Another patented technology on transforming wheat and rice straws into plank stuff, a substitute for wood, also increased local farmers’ income and solved pollution problems.
By the end of 2010, the State Forestry Administration had received 723 domestic and international patent applications for new plant varies, in which, 320 had been granted. The authority has established a basic IPR data base on patent, new plant varies, software copyrights and geographic indications in forest industry and has also set up a website on forestry IPR protection (www.cfip.cn), a patent dynamic analysis system and an IPR public information service platform, making significant contributions to the settlement of the three-dimensional rural issues.
