During the Eleventh Five-Year Plan period, patent applications and grants in
Hunan Province grew by 21.56% and 25.41% respectively, which indicated that the independent innovation capability in the province has been increased.
Cheng Jinpei, member of the National People's Congress (NPC) Standing Committee and deputy director of the Education, Science, Culture and Health Committee of the NPC, and Yao Jian, member of the NPC Standing Committee and member of the Education, Science, Culture and Health Committee of the NPC, attended a report meeting on intellectual property protection and independent innovation promotion convened in Changsha, capital of Hunan province.
Xiao Yayu, deputy director of Hunan Provincial People’s Congress, presided over the conference.
In recent years, Hunan has achieved a dramatic growth in patent applications. From 2006 to 2010, patent applications in the province reached 73,827, increasing by 133.2% compared with that from 2001 to 2005. Among these applications, invention patents were 23,437, growing by 202.84%. During the period, 27,617 patent applications were submitted by enterprises in the province, increasing by 365.17%.
In 2010, the accumulative number of patent applications in Changsha, Zhuzhou and Xiangtan was 13,234, accounting for 59.17% of the total amount in the province; 10,264 patent applications in the province were submitted by enterprises, increasing by 45.53% from last year; the number of patent applications for PCT ranked the ninth across the country, in which SANY Group submitted 102 international patents, getting a top rank over its counterparts in China.
In 2010, the provincial patent demonstration enterprises submitted 4,621 patent applications, accounting for 45% of the total applications filed by enterprises in the province. Over 7,000 patents were transformed into actual products and the revenue generated by patented technology transformation reached more than 40 million yuan. Over 70% of sales revenue (total 324 billion yuan in 2010) and foreign exchange earnings were generated by independent innovation products.
At the meeting, Cheng Jinpei highly appreciated the accomplishments achieved in the province and required relevant departments to enhance the dissemination of IPR protection and innovation promotion, raise public consciousness on combating IPR violations and cultivate patent talents.
