On March 23, a national software inspection team led by He Hua, deputy director of the State Intellectual Property Office, supervised the use of genuine software in Guizhou. Meng Qiliang, deputy governor of Guizhou, attended and addressed the report meeting on the issue. He has briefly reviewed the current situation in Guizhou, such as the present-day condition in the province, the 12th Five-Year Plan and the use of authorized software.
He said that the governments have laid great emphasis on the requirements from the teleconference on the protection and enforcement on IPR across China and the notice on the use of licensed software in government organs released by the General Office of the State Council. He required relevant departments to enhance the promotion on the use of genuine software and contribute to a long-term mechanism in this regard.
Relevant departments, such as the Provincial Copyright Office and the IP Office, promoted the use of authorized software by providing training and purchasing software collectively for government. At present, the software used in government departments at all levels in the province was almost authorized. Most enterprises have realized that using genuine software was a major trend in future development and was significant for informationization. In 2009, the software used in 69 medium-sized and large-scale enterprises in the province was almost licensed; in 2010, the software used in listed companies was almost authorized.
The inspection team has supervised the use of authorized software in a batch of enterprises, such as China Tobacco Guizhou Industrial Corporation, Gui Zhou Tyre Co., Ltd., the Rural Credit Cooperative Union of Guizhou and Guiyang Power Plant of SP Power Development Co., Ltd in Guizhou.
