Recently, Shaanxi provincial government launched “Opinions on the implementation of the government work reports and the division of labor between key departments” (hereinafter referred to as the Opinions), including three key IPR issues and two IPR tasks for the twelfth Five-Year Plan.
The Opinions defined clearly the division of labor between every key department. Shaanxi Intellectual Property Office took the responsibility for three key IPR issues: promoting the implementation of IPR; enhancing the involvement and distribution of technological achievements and highlighting the exploitation of IPR pledge financing and the option of technological achievements; strengthening the supervision on food and drugs and cracking down upon manufacture and sales of counterfeit and shoddy commodities. Besides, the Office also bore the burden of two IPR tasks for the twelfth Five-Year Plan in Shaanxi: one was to achieve more than 50 thousand patent applications in 2011; and another was to have faster growth in IPR industry than in economic development.
Shaanxi Provincial Intellectual Property Office convened a conference on how to carry out the three IPR issues and the two IPR tasks. In 2011, the Office will keep on implementing the strategies on promoting IPR-related preliminary analysis for important and emerging industries in Shaanxi, establishing IPR cooperation mechanism and strengthening inter-provincial IPR law enforcement in Guanzhong & Tianshui economic regions. It will enhance trainings on IPR knowledge, property assessment and finance and instruct relevant enterprises to use IPR policies on IPR pledge financing. It will also highlight the activities on cracking down upon IP infringement and manufacture and sales of counterfeit and shoddy commodities, investigate patent infringement and spurious patent on food and drugs, promote IP focused projects and stimulate rapid growth in IPR development. Furthermore, it is going to change the focus from patent transfer to patented products, constitute industrial cultivation system centered by patented products and develop key technologies with independent IPR. Finally, it plans to form patent-intensive industrial clusters and extend the industrial chain to optimize the product structure and to adjust the economic development mode.
