Gansu convened a conference on IPR in Lanzhou

Recently, a conference on intellectual property rights (IPR) was held in Lanzhou, the capital city of Gansu Province. The meeting reviewed and summarized the achievement in 2010 and made a plan for the next phase of work in 2011. The meeting also commended collectives for their excellent accomplishments on IPR in 2010. Deputy Governor of Gansu Province Hao Yuan attended and addressed the meeting. Director of Provincial IPR Bureau Zhu Xiaoli delivered a work report at the meeting.
Hao required relevant departments to facilitate the development of IPR creation and utilization, to support IPR pilot enterprises in developing and exploiting patent products, to encourage college institutions to utilize, create and exploit intellectual property rights.
He stressed that it was necessary to promote IPR protection, to amend the "Gansu Patent Protection Ordinances" and to optimize regional policy environment for intellectual property protection. He said that it was important to keep on launching the special campaign on cracking down upon intellectual property infringement and manufacture and sales of counterfeit and shoddy commodities, to combine the effects of administrative enforcement and judicial protection of IPR and to investigate major cases with the assistance of IPR aid centers and legal experts.
At the meeting, Hao urged relevant departments to enhance IPR management and service, and governments at all levels in the province should provide support on policies and funds; special funds on IP protection should be established as soon as possible to support major activities of IPR and to strengthen the dissemination and training of IPR. Further efforts were needed to enhance the IPR information service, to improve information sharing and credit evaluation system of patent agency industry. It was expected to gradually establish an IPR information management system with clear responsibilities, coordination and cooperation to provide high quality and efficient information service to all users in the province.
Hao also highlighted the need to focus on the cultivation of qualified personnel of IPR and required enterprises to actively give training to professional and management personnel, to improve the capability of IPR implementation to hedge against business risks and to enhance competitiveness in the market.
At the meeting, Zhu delivered a report on “Focus on innovation and development in Gansu” and briefly reviewed the achievements during the Eleventh Five Year Plan. He summarized the work in 2010 and made a plan for the next phase of work in 2011. He pointed out that in 2011, all IPR activities should focus on the implementation of "Gansu Provincial Intellectual Property Strategy Outline" to promote the creation, implementation, protection, management and development of IPR.
More than 150 persons attended the meeting, including leaders of the member units of Gansu IPR strategic implementation joint committee and cities and counties in the province, the director of the Provincial Science and Technology Bureau and officials from the Provincial Intellectual Property Bureau.
