According to the "National Patent Development Strategy (2011-2020)" released by China's State Intellectual Property Office on Nov. 11, China will vigorously promote the construction of patent-related policy system and further strengthen the construction of patent management system and mechanism.

　　The Patent Strategy makes it clear that we should strengthen the research on patent policy, make patent policies in line with the needs of different industries, encourage enterprises to apply for patents, speed up the use of industrial patented technologies and promote the industrial structure adjustment and industry upgrading. In national major S&T projects, industrial revitalization planning and strategic emerging industries, we should make layout in key technology areas beforehand, master a batch of core technology patents, form reasonable distribution abroad and cultivate core competitiveness. We should encourage enterprises to absorb and innovate based on introducing patented technologies and apply for new patents. SIPO will also refer to the national and regional economic planning, and make patent support policies and incentives policies of regional patent transfer
