IPR strategy listed in China's 12th Five-Year Plan

On October 27, the fifth plenary session of the Seventeenth Chinese Communist Party Central Committee considered and passed the "Proposals for the National Twelfth Five-Year Plan for Economic and Social Development" (the "Proposal") and released the full version.

  Article 28 of Part 7 lays emphasis on integrating innovative elements into enterprises, accelerating the establishment of a technological innovation system combining enterprises, market and industry-research-university partnership. Invention and creation should be encouraged. China will implement intellectual property strategy, improve IP legal system, and strengthen IPR creation, application, protection and management. The "Proposal" also points out that China should adhere to independent innovation, make breakthrough in common and core technologies and promote the transformation of scientific and technological achievements. Also, China should promote major scientific and technology studies and fully implement innovative projects.
