2010/11/03

On October 28 Tian Lipu, Director of State Intellectual Office in China, met a delegation of the European Union Chamber of Commerce in China (EUCCC), led by its chairman Mr. Jacques de Boisséson. The two parties exchanged opinions in depth on various issues, including IPR protection, implementation of China’s national IP strategy, patent examination quality and provisions in China’s Patent Law and its Enforcement Regulations.

The Chinese government highly values intellectual property right protection. In an executive meeting of China’s State Council presided over by Premier Wen Jiabao recently, a decision was made to launch a half-year special campaign on cracking down IPR infringement and counterfeiting products, Tian pointed out. He emphasized that China has never stopped fighting with such violations and SIPO has been leading in the implementation of the annual plan for IPR protection every year. It is hoped that serious IP infringement and piracy could be significantly reduced due to continual enforcement actions, improving the investment environment of the country.

Global enterprises and investors have shown great interest to Chinese market in recent years, said Tian. The cooperation on the basis of equality and mutual benefit between China and Europe in IPR sector has been playing an active role in the development of Chinese IPR system, the creation of health environment of European FDI in China and the protection of legitimate interest of IPR holders home and abroad, contributing a lot to the development between the two parties in economy, trade and technology.

Mr. Jacques de Boisséson appreciated China’s achievements in IP industry. After years of efforts by the Chinese government in various aspects especially in IP sector, the environment where foreign enterprises conduct business and invest has been continually improved. Most members in EUCCC wish to increase their investment in China and bring their best technology here, he said. The delegation also presented the European Business in China Position Paper 2010/2011 to the Chinese party.

EUCCC was founded in 2000. The organization presents to its members annual position papers reporting on the Chinese market and tracking China and Europe’s implementation of WTO regulations and other international commitments, guiding European enterprises in China to conduct business.
