Qingdao Municipal Bureau of Science and Technology in Shandong Province recently expresses that Qingdao plans to arrange a special fund of 1.5 billion yuan for the implementation of technological innovation projects to completely enhance the independent innovation of the city.
Qingdao Municipal Committee of Revolutionary Committee of Chinese Kuomintang which is a democratic party in China put forward in the proposal of accelerating the construction of innovation-oriented city that enhancing enterprises' capacity on independent innovation, developing industries and creating independent brands of enterprises are the bases for the development of Qingdao. However, less R&D investment, weak R&D ability and less independent IPRs have become the key factors on influencing the city's core competitiveness and development. Therefore, the committee proposed the government to create a favorable environment for enterprises' innovation and strive to construct an effective innovation system.
