The General Administration of Press and Publication recently promulgated "Opinions on Accelerating the Development of Digital Publishing Industry", which puts forward to accelerate the standardization of legal system for the development of digital publishing industry.
Digital publication is a kind of new publishing mode which makes the content edited with digital technology and the digital products spread via internet. Its main characteristics are digital content production, digital management process, digital production form and network communication channel. Digital publishing products include electronic books, digital newspapers, digital journals, internet original literature, internet education publications, network maps, digital music, online animation, online games, database publications and phone publications.
With regard to copyright protection, the Opinions requires to strengthen the publicity of copyright protection and reinforce the awareness on copyright protection; enhance the fight against infringement and piracy of digital copyright and effectively safeguard the copyright holders' legal rights; accelerate technological innovation and standard formation; actively construct the copyright protection system with the combination of justice, administration, technology and standard.
With regard to reinforcing internet supervision, the Opinions stresses that we shall construct the coordination, communication and information share system of the departments of publishing, publicity, public security, communication and "anti-pornography and anti-illegal publications"; enhance the ability to respond the emergencies of net publishing; strengthen the fights against internet and phone pornography information; each place should accelerate the construction of system for online publication supervision, actively explore the effective ways of online publication supervision and reinforce long-term and dynamic supervision.
Moreover, the Opinions also points out that we shall consummate regulations. The related departments should accelerate the amendment of "Ordinance on Publication Administration" and "Interim Provisions on Internet Publication", and formulate and release the departmental rules of "Measures on Administration of Phone Publication Services" and "Measures on Administration of Database Publications" and so on.
