[Hunan] The Strategic Alliance for Industrial Technology Innovation is Supported by Intellectual Property

Recently, the China Hunan Provincial Science & Technology Department issued The Enforcement Measures for the Building and Development of the Strategic Alliance for Industrial Technology Innovation (Trial) (hereinafter the Measures). The Measures elaborates on the nature, missions of the Strategic Alliance for Industrial Technology Innovation and makes specific regulation on the building, a pilot project and supporting measures of the Strategic Alliance. And intellectual property is reflected throughout The Measures.
 
Among the basic principles of building the Strategic Alliance is the principle that mastering core technology and maintaining proprietary IP are keys to meeting the needs of industrial development. Development achievements and IP are among the basic conditions of building the Strategic Alliance; NO.20 of The Measures stipulates details on IP management.
 
The formulation of The Measures will play an active role in the development of a technological innovation system which is directed by markets and makes enterprises the main players, along with a combination of production, learning, and research. Still, the Measures helps promote economic restructuring and industrial upgrading, enhances core competitiveness, and innovation-driven development.
