The Department of Science and Technology, National Development and Reform Committee, Finance Department and State Intellectual Property Office jointly recently issued the Provisional Regulations of the Major Intellectual Property Management Projects (hereinafter referred to as the Regulations). It will function in the implementation of intellectual property strategy, IP utilization and protection in the promotion of scientific and technical innovation, and the promotion of IP transformation and application.
In accordance with the requirements of the Law on the Scientific and Technological Progress and the Outline of National Intellectual Property Strategy, the Regulations place emphasis on the implementation of rules and regulations in major projects.
The responsibilities, rights and duties of management authorities are clearly defined in the Regulations. A five-year plan and implementation guide has been designed and definite requirements on project application and evaluation, contract signing, managing procedure and inspection have been formulated.
