In 2009,
Jiangsu topped the nation in four indexes, i.e. patent applications and grants of Jiangsu province, patent applications and grants of enterprises.
However Jiangsu is not satisfied with these achievements. Xu Nanping, Assistant Governor of Jiangsu, expressed, "We do not intend to compare with ourselves, but with the world. Our goal is to grasp the initiative in global economic competitiveness. IPR is never emphasized too much for Jiangsu."
Based on this, Jiangsu included patent index into the performance evaluation system of scientific development of the whole province and became the first model province in implementing IPR strategy. Jiangsu Provincial IPR Strategy defined that till 2020, Jiangsu will develop into a powerful province in IP rights in the nation.
IPR poverty in Jiangsu
Nowadays, Jiangsu still lacks of IPR resource. Among the 200,000 or more manufacturing enterprises, more than 98% have no patents; the average applications for invention patents per person in Jiangsu is only 3.3% of Japan's, 3.7% of those in Korea and 13.3% of the United States'. 70% of the industrial patents lie in traditional industry, 80% of patents in hi-tech industrial patents concentrate on the middle and low end of the industry chain and the fist products in the high end almost bear no indigenous patents and core technologies; the foreign dependence of technology is as high as 65%; from 2004 to 2008, over 1,000 enterprises were sued due to IPR infringement which has harmed the existence of such industries as electronics, pesticide, drugs and floor board.
Patent index included into performance evaluation system
One month later after the issuance of National IPR Strategy Outline, in July 2008,
CPC Jiangsu Provincial Committee and Jiangsu Provincial People's Government included the amount of patent grants and the number of applications for invention patents into its performance evaluation system.
Jiangsu Provincial IPR Strategy regulated that, from 2009 to 2013, patent applications and grants in Jiangsu province should averagely increase by 15% or more, applications for invention patents should averagely rise by 20%, foreign patent filings should averagely go up by 30% or more, the amount of other IP rights should rank the front in the nation covering trademarks, copyrights, integrated circuit layout designs and new plant varieties, the sales income of products with indigenous IPRs and independent brands should exceed 40% of that of industrial enterprises with scales.
Increase investment in indigenous innovation
In recent years, Jiangsu province continuously increased investment in indigenous innovation. In 2009, the R&D investment outnumbered 2.0% of the GDP and this year, such investment will exceed 2.2%. The enormous financial investment is favorable for IPR output.
