Heilongjiang: Harbin is approved as national innovation-oriented pilot city

It is learnt from Harbin Municipal People's Government in Heilongjiang Province that, Ministry of Science and Technology identified 20 National Innovation-oriented Cities in 2010 according to the principles of good foundation and distinctive characteristics, and Harbin became the only one National Innovation-oriented City in the three northeastern provinces.

It is understood that the objectives for innovative pilot work of Harbin are: through five years' efforts, basically establish the independent innovation system with enterprises as main body, government as guidance, market operation and combination of production and research, which adapts to the market economy and self-development rule of scientific and technological and with Harbin characteristics. Harbin will master a number of key technologies with independent intellectual property rights, create a group of innovative companies with independent innovation ability and form a group of industry cluster with core competitiveness.

In addition, in accordance with the work program of building an innovation-oriented city, Harbin provides preference for technological innovation talents.
