On December 9, the national development and reform work conference was held in Beijing. Director of National Development and Reform Commission Zhang Ping lectured on Carrying out the Spirit of Central Economic Work Conference and Realizing Stable and Fast Development of Economy. The conference pointed out that, quickly elevating independent innovative ability is the chief task in the development and reform work in 2010.
The conference also pointed out to well do the followings. First, promote the industrial optimization and upgrading as well as the development of strategic emerging industries to meet the complicated situation at home and abroad; second, adjust economic structure, enhance the construction of key S&T infrastructure and innovation projects, lift independent innovative capability, and boost up the construction of major special projects including integrated circuits, panel display, new regional aircrafts and nuclear power; third, work out the general plan for strategic emerging industries and the special programs for emerging industries, start a group of special projects in the emerging industries such as biology medicine, biology breeding, software and information service.
Meanwhile, the conference put forward 8 measures on realizing economic stable and fast development, including investing more in energy saving, environment protection, independent innovation and technology improvement.
