On the morning of December 2, the National Defense IPR Strategy Implementation Mobilization Conference was conducted in Beijing, aiming to make through in perfecting national defense IPR system, building operation environment and improving the quantity and quality of national defense IP rights.

On June 5, 2008, the State Council issued National IPR Strategy Outline and then designated the PLA General Armament Department to organize the implementation work of the part concerning national defense IP rights. The PLA General Armament Department established National Defense IPR Strategy Implementing Leadership Group and instituted National Defense IPR Strategy Implementation Scheme together with the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the State Administration of Science, Technology and Industry, the State Intellectual Property Office, etc.. The Scheme nailed down the goals in implementing national defense IPR strategy in 2015 and 2020, put forward 19 special tasks, and plan to finish the argumentation of the implementing plan of each special task before the end of the year 2011 and 2012 will witness the overall implementation.
