GAPP: Enhance copyright protection work of libraries

The General Administration of Press and Publication (GAPP) recently issued Notice on Enhancing Copyright Protection Work of Libraries and required local cultural and educational administrative departments to organize the libraries in their prefecture to launch self-inspection. The actions should be timely put right involving the replication and transmission of others' works without permission.
According to the Notice, the local responsible departments should intensify the publicity of copyright laws and regulations and further improve the copyright protection awareness of libraries. The libraries should strictly abide by the Copyright Law of the People's Republic of China, the Regulations for the Implementation of the Copyright Law of the People's Republic of China and the Information Network Transmission Right Protection Rule. Based on the principle of "First Authorization, then Transmission", the libraries should establish work system and effective mechanism of legally using works, eliminate the hidden trouble of infringement and piracy and put an end to the actions of reproducing or transmitting others' works via information network.
